The Federal Bureau of Prison, Western Regional Office, 6600 Goodfellow
Street., Dublin, CA 94568 has a requirement for an offeror to provide
Phlebotomy Services. The services are required to be provided to the
inmate population at the Metropolitan Detention Center 535 North
Alameda Street, Los Angeles, CA 90012. All services provided shall be
performed in accordance with standards and methods generally accepted
within the contractor's field of expertise, including but not limited
preparation of specimens; maintaining/requesting laboratory supplies;
scheduling of patients (call outs); ensuring the completion of
laboratory requests; labels reagents and solutions; checks for
expiration dates for tubes and collection vessels; be familiar with
OSHA guidelines regarding blood borne pathogens; provides physician
with laboratory results the same day as received; performs and records
glucometer, urinalysis and temperature controls; properly maintains
specimen data log book; properly maintains the accountabilityof needles
and syringes; performs HIV pre-test counseling; sends and properly
packages specimens, i.e. CD4, viral loads and HIV specimens to
nationally contracted labs; maintains and files laboratory results;
properly documents and forwards all refusal forms; provides educational
information/materials to include HIV pre-test counseling to the
patients as required by the Bureau of Prisons/Metropolitan Detention
Center policies/procedures. Must accurately input data and assession
laboratory data for the processing of laboratory and retrieval of
laboratory of specimens. The offeror must be able to draw a number of
specimens from at least thirty (30) patients per day. The Offeror must
be a Certified Phlebotomist. The Offeror must posses a current
certificate and/or documentation of phlebotomy training, malpractice
insurance and curriculum vitae. The services shall be required thirty
(30) sessions per week, 52 weeks per year, Monday through Friday except
Federal Holidays. One session shall consist of one hour. Services shall
be provided between the hours of 6:00 a.m. and 12:00 p.m. All offerors
are advised that their quotation shall be evaluated in accordance with
the evaluation factors as cited in the Request for Quotation. The
anticipated period of the contract performance will be: Base Year: Date
of Award through 12 months from award date; Option Period #1: 13 months
from date of award through 24 months from date of award; Option Period
#2; 25 months from date of award through 36 months from award date;
Option Period #3; 37 months from date of award through 48 months from
award date; Option period #4: 49 months from date of award through 60
months from award date. Request for Quotations shall approximately be
available 09/01/00, with an approximate opening date of 9/05/00. All
offerors are advised that the resultant contract will be subject to the
wage rates as determined by the Department of Labor. All responsible
sources may submit an offer which shall be considered by this agency.
