The U.S. Environmental Protection Agency intends to negotiate sole source with Transcontinential Enterprises, Inc., (TEI) P.O. Box 128, Dunn, NC 28335 for continued facility support services. These facility support services are for the Operation of the Rusco Picture Perfect Computerized Card Access Security System and Shuttle Bus Services at EPA in Research Triangle Park, NC. TEI currently maintains the Rusco Picture Perfect Computerized Card Access Security System at EPA under their existing Facility Support Services contract with EPA. Previously this function was performed by two and sometimes three contractors. However, it has been proven in the past that three contractors performing operations on the system did not result in optimal system operation and coordination of repairs. The majority of these services will be performed in the new Facility which will be ready in FY 2001 and given the complexity and complicated process of installing and reprogramming of operation data, EPA cannot afford discard/disconnects between two contractors having responsibility of EPA's security system in both the operational and maintenance functions of this system. To have these services maintained by another contractor or several different contractors would be impractical under the circumstances. TEI provided shuttle bus services in the past for EPA. The shuttle bus service is currently not being provided, however, since these services are considered a facility support service, it is conducive to include these services under the existing facility support contract with TEI. If shuttle bus service was competed it would be considered a duplication of effort because new contractors would have to acquire the necessary background information, requirements and familiarity of all EPA Facilities (including the new facility) in RTP. TEI has gained the institutional knowledge and possesses the skills necessary to be used in performing these requirements under the existing facility support service contract. Substantial duplication of costs to the Government is not expected to be recovered through competition. EPA believes that TEI is the only vendor capable of satisfying the facility support services as stated above. The circumstance permitting Other than Full and Open Competition Justification is FAR 6.301-2, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The period of performance for the operation of the Rusco Security Card System is expected to be from October 1, 2000 through September 30, 2004. The period of performance for shuttle bus service is expected to be from October 1, 2001 through September 30, 2004. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement. The intent of this synopsis is to determine if any sources(s) exist and, therefore, no RFP is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of the RFP will be ignored.
