Services Administration, Office Of Substance Abuse Treatment, through
the Program Support Center, General Acquisitions Branch, plans to award
a 12 month sole source Simplified Acquisition to the National
Association Of State Alcohol and Drug Abuse Directors (NASADAD). The
anticipated date of award is October 1, 2000. This project is designed
to assist State substance abuse systems to better address the needs of
homeless persons. Specifically, the project will develop information on
whether and how State substance abuse systems identify and address the
needs of homeless populations and disseminate the information to State
substance abuse directors. It also will provide information necessary
for a potential follow-up monograph on service delivery strategies. The
contractor shall provide the support necessary to carry out the
following tasks: 1) Assessment of what States are doing to identify and
address unmet need for substance abuse prevention and treatment
services by homeless persons, and the extent to which current SAPT
Block Grant resources are being used to serve this population. This
shall include an analysis of: -existing data such as SAPTBG
applications and reports, grant reports, and State-level data;
-supplementary information collected through open-ended discussions
with State representatives; and -information from other appropriate
sources 2) Development of a report that lists the available data
sources and data elements, and summarizes the information based on the
issues outlined below; 3) Dissemination of findings to the NASADAD
membership to foster networking among State substance abuse officials;
and 4) Recommendations for future actions to further enhance the
ability of State substance abuse directors to meet the needs of
homeless persons. THE PROPOSED SIMPLIFIED ACQUISITION IS FOR SERVICES
FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE
SOURCE UNDER AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY
THEIR INTEREST BY RESPONDING TO THE REQUIREMENT WITHIN 10 DAYS AFTER
THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE
GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED
UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE
GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR
