The Substance Abuse and Mental health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT) through the Program Support Center, Division of Acquisition Management, ADP Acquisitions Branch intends to negotiate an award utilizing simplified acquisitions procedures with Lynn McDonald, Ph.D. to adapt, implement and assess; through a limited number of qualitative interviews and a short evaluation, the impact of FAST (Families and Schools Together) in privileged communities on the East and West coasts. The period of performance shall be 12 months after award. FAST is an award winning parent empowerment process, the goal of which is to increase the likelihood of the child being successful in the home, at school, and in the community. To achieve improved child outcomes, FAST builds the central protective factor of family cohesion. This is accomplished through the replication of sequenced activities using research-based techniques that respect the parent's role as the child's primary prevention agent. Dr. McDonald is the founder of the FAST program and holds unique knowledge and an accurate understanding of the original model of the program which is critical in the careful adaptation, research and subsequent dissemination. The proposed contract is for services which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
