The proposed contractor shall plan a primary care office-based treatment network for opioid addiction that will meet the clinical and rehabilitation needs of individuals with opioid addiction in New Hampshire and will serve as a national model of office-based opioid agonist therapy. The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under authority of FAR 6.302-1.
