Services Administration (SAMHSA), Center for Mental Health Services
(CMHS), Division of Knowledge Development and Systems Change, through
the General Acquisitions Branch, PSC, plans to award a six (6) month
sole source simplified acquisition to Human Interaction Research
Institute. The purpose of this simplified acquisition is the evaluation
of Grant Program SM 99-02 -- Implementation of Exemplary Practices and
to develop a report that describes major implementation issues,
barriers to implementation, strategies to overcome barriers, lessons
learned, and all findings that contributed to implementation of the
exemplary practice. The community action grant program is part of a
larger set of SAMHSA program activities known as Knowledge Development
