The purpose of this simplified acquisition is the evaluation of Grant Program SM 99-02 -- Implementation of Exemplary Practices and to develop a report that describes major implementation issues, barriers to implementation, strategies to overcome barriers, lessons learned, and all findings that contributed to implementation of the exemplary practice.
