R -- MANAGEMENT ADVISORY SERVICES SOL TBD POC Herbert Sterling/202-307-7812 The Drug Enforcement Administration (DEA) has a requirement for Management advisory services to assist the Department of Justice (DOJ), Drug Enforcement Administration (DEA), Office Of Finance, in conducting its annual review of management controls and systems compliance required under the Federal Managers Financial Integrity Act (FMFIA), Sections 2 and 4, Federal Financial Management Improvement Act (FFMIA), OMB Circulars A123, A127, and A130, as well as OMB Bulletin 98-08. The Office of Finance also requires development of a methodology and corresponding statistical sampling plan for pre-payment audit of DEA payments to streamline the payment processing function at DEA. The statistical sampling plan for pre-payment audit will serve to reduce the significant Prompt Payment Act interest that accrues each year on DEA payments. As part of their proposal, offerors will be required to provide a CAPABILITY STATEMENT detailing basic background information regarding their firm. In addition to basic backgroundinformation regarding their firm, offerors will provide, in accordance with the statement of work, information describing the approach/technique they plan to employ to provide the following: a) Fiscal year 2000 FMFIA and FFMIA reviews to support management's annual certification and related management recommendations; b)Establishment of a program for future FMFIA and FFMIA reviews conducted by the DEA; c)Establishment of a statistical pre-payment audit sampling plan and methodology; and d)Provision of a cost-benefit analysis to support statistical prepayment audits of DEA payments. Offerors shall provide information describing previous past performanc/experience in providing the same or similar types of analysis required in the Statement of Work (SOW). Offerors shall provide at least three (3) references for whom this work was done. At a minimum, the following information shall be provided for each reference: 1)Name and address of firm or agency; 2)Contract/Purchase Order number and dollar value; 3)Point of contact with phone numbers; 4)Duration of contract; and 5)Specific types of services provided. Note: Offerors are advised that the Government will review the information provided as part of their Capability Statement and will utilize that information to determine the offeror's ability to meet the Government's requirements. Award will be made to the firm whose proposal is determined to be in the best interest of the Government, price and other factors considered. The Standard Industrial Classification (SIC) Code is 8721. Release of the Request For Quote (RFQ) is anticipated on or about August 19,2000. All interested parties are asked to submit a written request for a copy of the RFQ to the Contracting Officer. Offerors must provide their complete mailing address, street address (if different from mailing address), phone number, fax number, and designated point of contact for receipt of correspondence. No telephone requests will be honored, but fax requests are acceptable. All requests for a copy of the RFQmust be received by August 17, 2000, to be included on the solicitation mailing list.
