The Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT) plans to award a sole source simplified acquisition to the Federal of State Medical Boards (FSMB), Inc., Euless, Texas. The proposed contractor shall develop guidelines for policy and regulatory practices in collaboration with representatives of the relevant national medical associations that represent primary care physicians and psychiatrists, as well as those groups representing addiction specialists. The proposed contractor shall also develop model policy on pharmacotherapy of opiate addiction and opioid treatment of chronic pain. The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. No solicitation will be issued. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
