intent to issue a Request For Proposal No. NAR000096 for performance of
Asset Maintenance Management Assessment (AMM) and Reliability Centered
Maintenance (RCM) analyses. The resultant contract will be for
performance in support of the Joint Pipeline Office's (JPO's)
requirement for performance of an Useful Life Evaluation of the
Trans-Alaska Pipeline System (TAPS). This assessment will use as its
basis inputs provided by the Contractor that are to be generated and
supported by the Contractor's performance of Asset Maintenance
Management Assessment (AMM) and Reliability Centered Maintenance (RCM)
analyses of the TAPS. This procurement actions is being performed by
the Bureau of Land Management on behalf of the JPO. The period of
performance will consist of a basic period of one (1) year and two (2)
each option periods of one (1) year duration. The selected contractor
will be required to meet the following agency requirements: (1) a firm
that has substantial experience in the processes associated with the
performance of AMM and RCM assessments/analyses, (2) a firm that
possesses such expertise in AMM and RCM analyses as is necessary to
provide an independent assessment of the current state of the TAPS and
the maintenance thereof. This input to form the basis for the Useful
Life Evaluation of the TAPS to be made by the JPO, (3) a firm that has
sufficient resources available to support the program, (4) all RCM
analyses shall be performed in STRICT accordance with SAE Standard
JA1011 -- Evaluation Criteria for Reliability Centered Maintenance
(RCM) Processes. Firms who are not capable of demonstrating total
compliance with this Standard will not be considered for award. The
