jdesanto@psc.gov. DHHS/PSC/DAM intends to award a one-year sole source
simplified acquisition to the National Association of State Mental
Health Program Directors (NASMHPD) located in Alexandria, VA. The
Substance Abuse and Mental Health Services Administration has a
requirement to facilitate the use of Medicaid data by State Mental
Health Agencies (SMHAs) and to provide for the identification and
dissemination of ongoing work related to services financing and managed
care. Two critical goals of this work are: 1) to develop and implement
an action plan for assisting SMHAs in obtaining and utilizing Medicaid
data in state MH planning; and 2) to disseminate materials related to
MH services organization and financing produced by the Center for
Mental Health Services/Office of Managed Care with the goal of
assisting states in MH planning. The purpose provides for close
collaboration between the federal government and the NASMHPD in the
identification, analysis, synthesis and dissemination of both problems
and solutions in public sector managed care Medicaid data availability
and use in the provision of mental health services. Since NASMHPD is
the only national organization that represents SMHAs, it it the only
organization that can provide the requirement. No solicitation is
available. Any requests for solicitation packages will be considered
nonresponsive. The proposed simplified acquisition action is for
supplies or services for which the Government intends to solicit and
negotiate with only one source under the authority of FAR 13.106-1(b).
Interested concerns may identify their interest and must submit
written documentation that demonstrates their ability to furnish the
requirement, including technical and pricing data, within 15 days after
the date of publication of this notice. This notice is not a request
for competitive proposals. However, all proposals received within 15
days after the date of publication of this synopsis will be considered
by the Government. A determination by the Government not to compete
this proposed requirement based upon responses to this notice is solely
within the discretion of the Government. Information received will
normally be considered solely for the purpose of determining whether to
conduct a competitive procurement. If no affirmative responses are
received, the Contracting Officer will proceed to issue a purchase
order to NASMHPD. Responses must be in writing and refer to 00M008405
