Update In January 2000, the Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD, announced its intent to contract for engineering and technical support services in the following functional areas: Aircrew Systems Projects, Fleet Support, Aircraft Systems and Evaluation, In-Flight Escape Systems, Crashworthy Escape Facilities, Personal Protection, Life Support Engineering, and Laboratory Support. This notice provides additional pre-solicitation information to parties who feel they are capable of providing the above mentioned services. It is the government's intent to award a single contract to the offeror who provides the best overall value to the government. In order to encourage maximum practical opportunities for small businesses, best value evaluation criteria will be incorporated into the solicitation to provide beneficial ratings for any large business committing to a substantial small business subcontracting goal (25% of the total subcontracting plan). The proposed strategy offers teaming opportunities for large and small businesses and the possibility of incorporation of a joint venture program into the solicitation. The anticipated period of performance includes a base year and four (4) one year options. Performance of the contract will be at NAWCAD, Patuxent River, MD. A draft Statement of Work, including personnel qualifications, is available on the Internet and will reside on the NAVAIR Solicitation Home Page at http://www.navair.navy.mil/business/ecommerce/index.cfm. It is anticipated that a request for proposals will be available through the NAVAIR homepage approximately in Winter 2000. This office will email a notification of release of the solicitation and any amendments to all prospective offerors that submit a request to register for this information via email.
