solicitation is to acquire systems engineering and software engineering
services to manage and support the life cycle activities associated
with Mission Critical Defense Systems' (MCDS) software supported by the
US ARMY CECOM Software Engineering Center, and to perform associated
software engineering technology support and other efforts required by
the SEC and its present and future customers. The current MCDS include
tactical and satellite communications, command and control, and
avionics systems, as well as tactical fusion, and intelligence &
electronic warfare systems. In addition, the awardees will provide
advice and support in the area of system integration to assure that the
various supported systems can be optimally used in the battlefield. The
engineering support services to be obtained through this contract
include, but are not limited to support with: software architecture and
technology; software acquisition; software development and maintenance;
software integration and test, information systems security;
interoperability standards; replication, distribution, installation,
and training; field site support; software process assessment and
improvement; independent verification & validation; infrastructure
support: metrics acquisition and interpretation; information technology
support; and integration of assigned systems to create a cohesive
battlefield environment. The objective of this acquisition is to form
a strategic alliance with industry leaders to: assist customers in the
development of software intensive systems, perform post production
software support for assigned MCDS, ensure horizontal and vertical
integration and interoperability of software in fielded and emerging
MCDS, and assure the capability and flexibility to support emerging and
future initiatives. A draft statement of work (SOW) and draft
solicitation will be released on the Army CECOM Interactive Business
Opportunities Page (IBOP) in the late august, 2000 timeframe. This
