jdesanto@psc.gov. DHHS/PSC/DAM intends to award a one-year sole source
simplified acquisition to the Advocates for Human Potential, Inc.
(AHP) located in Sudbury, MA.. The Substance Abuse and Mental Health
Services Administration has a requirement for the preparation for, the
conduct of, and a report on six site visits to monitor State and
provider performance and consistency with the state Projects for
Assistance in Transition from Homelessness (PATH) application and
federal statute for the PATH program. Since AHP operates the National
Technical Assistance Project for PATH Programs, and has worked with the
majority of State PATH contacts through the provision of various forms
of technical assistance, including on-site training and PATH related
issues research and paper development, they are the only known
organization that can provide the requirement. No solicitation is
available. Any requests for solicitation packages will be considered
nonresponsive. The proposed simplified acquisition action is for
supplies or services for which the Government intends to solicit and
negotiate with only one source under the authority of FAR 13.106-1(b).
Interested concerns may identify their interest and must submit
written documentation that demonstrates their ability to furnish the
requirement, including technical and pricing data, within 15 days after
the date of publication of this notice. This notice is not a request
for competitive proposals. However, all proposals received within 15
days after the date of publication of this synopsis will be considered
by the Government. A determination by the Government not to compete
this proposed requirement based upon responses to this notice is solely
within the discretion of the Government. Information received will
normally be considered solely for the purpose of determining whether to
conduct a competitive procurement. If no affirmative responses are
received, the Contracting Officer will proceed to issue a purchase
