Command has a requirement for a workflow and imaging software developer
and integrator in support of the Performance Evaluation System (PES).
These services will be in direct support of the Headquarters Marine
Corps, Manpower and Reserve Affairs, Code MMSB. A strong demonstration
of corporate knowledge of Document Management, Workflow, and Imaging
Software are foreseen as critical in meeting the success of this
effort. The Government is desiring a COTS/NDI solution, if possible.
The Mission Application efforts are to scan, process, and store Fitness
Reports of individual Marines and provide support to various promotion
boards. Key elements in support of this effort will involve paper and
electronic document processing, security level/permissions based on
user profile, database type (i.e., Oracle, Informix, etc.), use of
electronic signature and/or Public Key Infrastructure (PKI), web-based
document workflow, image file type (i.e., TIFF, JPEG etc.), data
extraction from stored image, internal storage of data, external
storage of image, and data mining of stored data. The information is
sensitive but unclassified. Government site workspaces will not be
available; all work will be at the contractor site. Industry firms
capable of accomplishing the required services, in whole, are invited
to submit an affirmative response to this notice. Firms should include
literature, brochures, and capability summaries directly addressing
their ability to meet the aforementioned needs. Interested firms are
