U -- CONSULTING SERVICES USING APQC'S BENCHMARKING METHODOLOGY SOL 777-50-00 DUE 080800 POC Karen Lebo (440)526-3030 X7444 Under the authority of 38 U.S.C. 8153, the VA Medical Center, Brecksville, Ohio proposes to enter into a non-competitive contract with APQC Consulting Group, 123 North Post Oak Lane, Suite 300, Houston, TX 77024-7797 for continuation of services for Phase II and III on benchmarking for "best practices" learning using the APQC proprietary consortium benchmarking methodology to create customer solutions by linking learning to performance and measuring its impact and collaborating to provide quality education and training throughout the Employee Education Center as well as the VISN level. The Department of Veteran Affairs has adapted, over the past 10 years, a methodology for implementing total quality management principles, entitled TQI. TQI is built on APQC methodology and benchmarking. Due to the unique, complex and proprietary nature of the benchmarking methodology there is reasonable basis to conclude that the supplies/services required are only available from this source with unique capabilities, and no other type of supplies/services will satisfy agency requirements. The contract period is 30 August 2000 through 28 February 2001.
