a combined synopsis solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation. Proposals are being requested and a
written solicitation will not be issued. The Solicitation Number is
MDA410-00-R-0012. This action will be processed using simplified
acquisition procedures. The Department of Defense Education Activity
(DoDEA) is an education activity and qualifies for academic/educational
pricing. DoDEA requires staff development training for 104 school
administrators from an accredited university noted for excellence in
providing programs for school leadership. This training shall commence
with the 2000-2001 school year (SY). DoDEA has the administrative
responsibility for schools in military communities overseas and within
the United States that provided education to dependents of military
and Department of Defense civilians assigned to various military
commends. Presently, there are 116 schools in Europe, 37 schools in the
Pacific, 1 school in the Americas and 76 schools in the United States.
The DoDEA Leadership Academy was created in 1995 to achieve Benchmark
7.2 of the Community Strategic Plan. It was designed to engage
administrators in continuous professional development that is focused
on the knowledge, skills, and attributes that are needed to meet the
challenges of the twenty-first century schools. The Leadership Academy
provides developmental activities to aspiring, newly appointed and
experienced administrators. It is comprised of the following
institutes: a. Institute for Aspiring Leaders (teachers, district
liaisons and headquarters specialists who desire to become
administrators and are eligible to attend); b. Institute for New
Assistant Principals (assistant principals with 0-2 years of experience
are eligible to attend, with preference give to those with the least
years of experience); c. Institute for New Principals (individualswith
0-2 years in the principalship position eligible to attend); d.
Institute for New Assistant Superintendents (individuals new to the
position of Assistant Superintendent are eligible to attend); e.
Institute for New Superintendents (individuals new to the position of
District Superintendent are eligible to attend); f. Institute for
Experienced Leaders (Superintendents, Assistant Superintendents, and
Principals with three or more years of experience in their current
position are eligible to attend). REQUIREMENT: The University shall
co-design, co-develop, and co-deliver the training program with DoDEA
staff members. The design must: a) provide for a comprehensive
leadership continuum pathway from the aspiring leader to the
superintendency and b) include differentiated programs, services, and
learning experiences for the classroom teacher aspiring to educational
leadership and for both beginning and experienced administrators. This
program shall be delivered through various formats such as summer
institutes, distance learning and on-campus experiences. The program
shall provide each participant, either on-campus or at a neutral site,
with an annual minimum of 70 training hours, of which 40 hours shall
be completed during the summer months of the Base year plus 1 option
year period. The highest priority within the various levels proposed
for involvement in the program and the average number of anticipated
annual participants are a) Teachers aspiring to leadership positions --
20; b) beginning Assistant Principals -- 20; c) beginning Principals --
20; d) beginning assistant superintendents -- 2; e) beginning
superintendents -- 2. The next level of priority is schools
administrators seeking promotions: a) Assistant Principals seeking
Principalships -- 20 and b) Principals aspiring to Assistant
Superintendency -- 20. The University shall include consideration of
the National Leadership Standards in the program design, development,
and implementation of program content. The focus of the programshall be
instructional leadership, school improvement, and powerful teaching and
learning. Participants who successfully complete the program shall, at
a minimum, receive a certificate of completion from the University.
Program development shall include the following additional points of
emphasis: a) Leadership options that offer participants continuous
opportunity for introspection, reflection, and renewal (learning from
experience by means of cognitive strategies and processes is crucial to
the improvement of professional practice); b) Assessment of individual
participant's leadership skill and knowledge with feedback to each
individual from assessment instruments. Assessments will serve as a
basis for personal planning, growth and development; c) Be based on
emerging theory and contemporary issues to maintain a dynamic learning
experience; d) Incorporation of contemporary complexity of leadership
issues to assure substantive content and programmatic rigor; e)
Training activities designed to be interactiveand experiential; f)
Provide for experiences from which participants can learn new
leadership skills and competencies as well as enriching the leadership
capabilities they have learned from previous experiences. The program
content shall be developed to address the following core skills for
participants: Strategic Leadership; Instructional Leadership;
Interpersonal Relationships; Education Equity; Curriculum, Instruction
and Supervision of the Learning Environment; Performance Management;
Information Management and Evaluation; and Strategic Management. Period
of Performance: Base year plus one option year. Anticipated award date
is 1 Oct 00. The following clauses/provisions apply to this
solicitation and are in effect through FAC 97-19 and DCN 20000627: FAR
52.212-1, Instructions to Offerors -- Commercial; 52.212-2, Evaluation
-- Commercial Items. A single award will be made to the responsible
offeror whose offer conforms with all the requirements of this
solicitation and whose proposal reflects the best value to the
Government. Proposals will be evaluated based upon the following
criteria: 1. Demonstrated experience and/or capability in ALL of the
following: (a) Designing School Leadership programs, (b) Understanding
of professional development and adult learning theories, (c) Course
and training design (d) Infrastructure to develop curriculum, (e)
Infrastructure to administer the program, (f) Providing on-line
training (g) Use of professional development standards to design
leadership programs, such as National Staff Development Council (NSDC)
and the Interstate School Leadership Licensure Consortium (ISLLIC)
standards for school leaders; 2. Past Experience and Performance in the
design, development and course presentation of similar or like
Leadership programs. 3. Corporate capabilities and personnel to perform
the work in a worldwide environment. 4. Cost. 52.212-3, Offerors
