TEMPORARY HOUSING FOR ARMY FAMILY HOUSING OCCUPANTS. Fort Sill,
Oklahoma, is conducting market research to ascertain if there are
contractors (realty management firms, hotels/motels and apartment
complexes, for example) that could temporarily house military families
during renovation of Fort Sill's Army Family Housing quarters.
Solicitations are not available at this time. Requests for a
solicitation will not receive a response. This notice does not
constitute a commitment by the Government. All information submitted in
response to this announcement is voluntary; the Government will not pay
for information requested nor will it compensate any respondent for any
cost incurred in developing information provided to the Government.
Information received will be considered solely for the purpose of
determining whether to conduct a competitive procurement. All
interested parties should submit information about your company (size,
location, etc.), its services and any pricing information to Mr.
Dewayne Cochrane. Mr. Cochrane can be reached via FAX at 580-442-4621
or via e-mail at cochrand@sill.army.mil. The requirements are as
follows: Provide temporary lodging/living quarters for families
displaced due to programmed renovation of their on post government
family quarters and non programmed emergency evacuation due to
emergency maintenance and repair requirements. The requirement is for
16 families at any given time. The average length of stay will be 30
days per family. The time frame will be from 1 October 2000 until 1
December 2002 for the 23 families, and the requirement will reduce to
2 families with an estimated length of time of 15 calendar days from 1
December 2002 until 30 September 2003. The facilities will have a
minimum of 3 bedrooms with approximately 25 % requiring 4 bedrooms.
(The forth bed requirement can be accommodated by having a sleeper sofa
provided in the living room area). The facilities provided can be
furnished apartments, free standing single family dwelling units,
duplexes, town houses, mobile homes and hotel type accommodations.
Utilities such as gas, electric and water will be provided and paid for
by the facility owner. Cable connections and phone connections must be
made available. Basic cable will be provided at the expense of the
facility owner; the family housing resident will be responsible for the
associated cost of extended cable service, i.e. premium channels and
all associated cost for phone service. At a minimum, centralized
laundry services will be made available at no expense to the residents.
Pets must be allowed in the facilities. Residents will be responsible
for any damage as a result of neglect or abuse by the resident, guest
of the resident, or pets. Minimum furnishings requirement will be as
follows: Complete living room arrangement, i.e. sofa, lounge chair,
coffee table, television and television stand if applicable. Complete
kitchen ensemble to include full size refrigerator, stove with full
size oven, dishwasher, and kitchentable w/4 chairs. Complete furniture
package for each bedroom. Master Bedroom will have one full size bed
w/mattress, dresser and/or closet at a minimum. Children's bedroom will
have either a bunk bed complete with mattress, or a twin bed with
mattress, and closet or a dresser. Each unit will have minimum of a
full size bath. At a minimum, smoke detectors will be present in each
dwelling unit and carbon monoxide detectors will be provided if gas is
used as a heating/cooking source. Units will have central HVAC units
that are controlled by the resident. Each unit will be thoroughly
cleaned by the resident upon completion of their occupancy and will be
inspected by the facility owner to insure the facilities are cleaned
and ready for use by the incoming resident. Resident will provide their
own bed linens (i.e., sheets, pillows), towels and washcloths, and
housekeeping items to include cleaning supplies and vacuums. Lawn care
will be accomplished by the facility owner and at no cost to the
