The project is located approximately 3 miles northwest of the city of Ponce, Puerto Rico, on the Portugues River. The work will include construction of a 220-foot high double curvature concrete arch dam with a crest length of 1317 feet and an estimated 200,000 cubic yards of concrete. Appurtenant structures include integral spillway, intake structure and control house and generator building. Work also includes foundation rock excavation, placing foundation concrete, and development of an onsite quarry for concrete aggregate production. Construction time is 1,280 calendars days. PROPOSAL REQUIREMENTS: Award will be made to the offeror whose proposal represents the best value to the Government. Best value will be determined by a trade-off process that combines non-price and price factors. The Government reserves the right to award to other than the offeror with the highest technical rating and reserves the right to award to other than the offeror with the lowest price. Non-price factors are significantlymore important than price. Non-price factors will be evaluated on a point system. Evaluation factors in order of importance are: Technical Approach, Past Performance, Management Plan, and Subcontracting Plan. Magnitude of construction is over $10,000,000.00.
