Build contract to provide design and construction for replacement of
two (2) 188-ton chillers, two (2) pumps, associated piping, valves,
chemical feed systems, associated electrical and concrete housekeeping
pads in the basement mechanical room. Chillers shall be equipped with,
direct digital control, interface to building automation system and
refrigerant type R-134A. Chillers shall be by single manufacturer. The
installation portion of this project requires installation of two (2)
190-ton chillers, pumps (VFD), associated piping, valves, chemical
feed systems, associated electrical requirements and concrete equipment
pads. This work shall be completed at the Federal Building & U. S.
Courthouse, 200 West 2nd Street, Dayton, Ohio. The contractor shall
devise a plan of action as to how work shall be accomplished including
demolition, method of removal and disposal of the existing equipment
and installation of the new replacement in the same location, testing
and startup procedures. The contractor will also be responsible for the
construction of the entire project and for monitoring inspections and
test performed on the chillers and other new equipment during and
immediately after construction completion. The offer shall consists of
a technical and a price proposal. A double-phase evaluation process
will be used. The evaluation of proposals will be done on a Source
Selction basis. Final selection will be to the responsible offeror
whose offer is most advantegous to the government in terms of
technical, price, and price related factors based on the evaluation
factors established in the Request for Proposal (RFP). The estimated
price range for this project is between $250 thousand and $500
thousand. The completion time for this project is three hundred ninety
(390) calendar days. This procurement is open to all business concerns
in accordance with the Small Business Competitive Demonstration
Program. The Standard Industrial Classification Code (SIC) code is
1711. The RFP package will be available for downloading on or about
