10 -- DRAFT SOLICITATION FOR PULSE JET SYSTEMS (PJS) MODIFICATION KITS SOL DAAE20-00-R-0081 DUE 081100 POC Carol C. Rivard, (309) 782-3272 In Accordance with FAR 15.201, "Exchanges with Industry before Receipt of Proposal", the following constitutes notice of a DRAFT Request For Proposal to industry for the procurement of the M1A1 Pulse Jet Systems (PJS) Modification Kit. The U.S. Army Tank-automotive and Armaments Command (TACOM), Heavy Combat Commodity Business Unit, TACOM-RI, proposes to acquire various modification sub-kits that comprise the main Pulse Jet Systems (PJS) Modification Kit required to modify M1A1 Tanks. This acquisition is required in support of Foreign Military Sales (FMS). The PJS is an onboard device used for cleaning all three engine air filters while the engine is in operation. The PJS is a self-cleaning air intake filter, designed to let a pulse of air clean the main engine air filter, allowing continuous operation of the M1A1 tank in adverse sand and dust conditions. The PJS allows the tank to maintain the ability to conduct continuous, uninterrupted combat operations. The PJS kit consists of six subkits: 1) Vehicle Mod Kit, 2940-01-434-7200,57K2928 2) Engine Mod Kit, 2940-01-434-4202, 57K2929; 3) Power Pack Mod Kit, 2835-01-434-4952, 57K2933; 4) Left Oil Cool Fan Mod Kit, 2940-01-434-4201, 57K2949l; 5) Hull Network Box (HNB) Mod Kit, 6110-01-434-4955, 57K2934; and 6) Left Oil Cool Fan (Able), 4140-01-406-8169, 12388111. Solicitation DAAE20-00-R-0081 will establish the Army's requirements and the Trade-Off/Best Value evaluation criteria for private industry competition. A Firm Fixed Price contract with a 100% Option period of one year for each Kit is contemplated. The solicitation allows for proposals on an "All or None" basis for all of the kits, as well as multiple/split awards for the individual kits. The evaluation factors under consideration may be Past Performance, Quality, Technical, Price, and Small Business Utilization. The draft documents provided as a part of this solicitation are for general information, review and comment only. This is not the formal Request for Proposal. The Government does not intend toaward a contract based on information obtained from this Draft. Interested parties who may become offerors are cautioned not to rely on the information provided as being the same or similar to the information that will be provided in the formal Request for Proposal that may be released by the Government in the near future. (NOTE: Attachments A and B, Evaluation portions of Sections L and M, will be provided with the formal solicitation). The Government reserves the right to alter all terms, conditions and associated documentation that may ultimately become part of any resulting solicitation.
