systems acquisition of the M918 target practice 40mm cartridge for
FY02. This competitive requirement will be restricted to U.S. and
Canadian sources. In addition, at least 30% of the subcontracted
dollars must be awarded to Small Disadvantaged Businesses. The systems
contractor is responsible for all components and load, assemble and
pack of the M918. It is the prime contractor's prerogative to select
components and/or labor to meet SDB set-aside objectives. This
advertisement for sources does not constitute a request for proposal
(RFP). This advertisement is for planning purposes only. Contractors
will not be compensated for their efforts (time and materiel). The M918
projectile cartridge is a target practice round desinged to simulate
the M430 Cartridge in appearance and ballistics. It is fired from the
40mm Grenade Machine Gun MK19 Mod 3. The M918 contains hazardous
classified 1.3 and 1.4 materials that must be stored and processed in
accordance with Department of Defense Standard 4145.26m. The M918
requires lot testing which uses an M129 Grenade Launcher or the MK19
Grenade Machine Gun. The M129 Grenade Launcher or the MK19 Grenade
Machine Gun is required to be in a secured building and the building
must be constructed in accordance with DOD Standard 4145.26m as it
relates to the M918. This cartridge is a fixed round of ammunition
consisting of a one-piece steel projectile body which is fitted to a
cartridge case assembly. An aluminum ogive, which contains a firing pin
plate assembly, a cellular foam anti-creep spring, and the standard
M550 fuse escapement assembly is threaded to the projectile body. An
aluminum insert, which contains a flash carge chamber, is enclosed in
the projectile body. A plastic container contains the flash charge
chamber, which contains one gram of flash charge composition. The
projectile assembly is press-fitted into a cartridge case. The case is
a hollow-bby-chambered aluminum cylinder with a metal closing plug
crimped into the open well of the propellant chamber cartridge base.
The propellant in the chamber, which contains the propelling charge,
has vent holes in the top and is sealed at the bottom by a closing
plug. A percussion prime is crimped into the center opening in the
closing plug. The propellent chamber acts as a high-pressure chamber,
and the upper hollow cavity in the case acts as a low-pressure chamber.
The M918 requires the contractor to comply with ANSI/ASQC 9001 or Q9002
quality program and statistical process control. The M918 projectile
assebmly requires a 1,000-meter and 200-meter test firing rande and the
range must comply with all safety and environmental regulations.
Potential interested producers are requested to submit a written
response expressing interest. A questionnaire for interested potential
producers and technical data via CD ROM will then be issued after
receipt of response. Responses to the questionnaire and unit price
estimates (ROM) will be required 60 days from date of issue. The point
