This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are hereby being requested and a written solicitation will not be issued. This solicitation number N66001-00-Q-1118 is being issued as a Request for Quotations (RFQ). The award resulting from this RFQ will be a Firm Fixed Price contract. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-18. Pursuant to the authority of FAR 13.5, this acquisition will be conducted using Simplified Acquisition Procedures. The SIC code for this acquisition is 3799 (500 employees). This procurement is a small business set-aside. TECHNICAL REQUIREMENTS: Space and Naval Warfare Systems Center -- San Diego (SPAWARSYSCEN SAN DIEGO) is seeking to procure one (1) Remote Operating Vehicle. Specifications for this item include the following minimum requirements: Operating Depth: 900 to 1200 feet. Dimensions: Length NTE 60 inches; Width NTE 30 inches; Height NTE 30 inches. ROV must have a stainless steel crash frame. Weight: NTE 250 pounds. Forward Thrusts: 4 torque balanced thruster motors to handle currents. Vertical thrust: One thruster motor. Speed: Up to 3 knots. Payload: Minimum requirements 18 pounds. Video capability: High resolution low light color video camera at least 10:1 zoom. User selectable auto/manual remote focus and auto iris wide angle lens. Video switch for a secondary camera alternative viewing. Ability to interface with infrared cameras. Lights: Two lights with minimum 200 watt illumination; Ability to add up to 2 additional lights allowing for varying illumination levels. Remote tilt: Plus or minus 90 degrees from horizontal for both camera and lights. Auto pilot controls settings required for depth and heading including constant distance from bottom setting. Underwater microphone for contact sensing. Tether cable: 2000 feet maximum length with additional spare wiring for future upgrades. Power requirements: 120-250 Volts. High resolution NTSC color monitor. Digital scanning sonar 30 degrees scanning. Laptop computer to monitor scanning sonar. Multi function electric manipulator. Portable rack mounted shock absorbing cases for electronics console for both the ROV and sonar controls. Portable ROV control box. Must include: Operations, Maintenance, and basic trouble-shooting manuals. DELIVERABLES: Deliveries must be F.O.B. Destination to: Mr. John Cioffi, United Cellular Technology, 12 Willow Street, Woodridge, NJ 07075. (8) eight weeks delivery is required. The FAR provision at 52.212-1, Instruction to Offerors -- Commercial, applies to this acquisition.The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers in descending order: (1) Technical excellence: Offeror must meet all minimum requirements. Any requirement exceeded by the offeror will be considered as part of the determination of which overall package is the most advantageous to the Government. (2) Past performance: How well has the ROV performed for other customers and responsiveness of offeror relating to delivery, warranty issues and service calls. (offerors must provide at least 3 sources to assess past performance, ie: Point of Contact, telephone #s) (3) Warranty: Any commercial warranty offered (duration and definite coverage). Provide copy of warranty with quote. (4) Price. Quoters shall provide, in addition to a quotation, a completed copy of the FAR provision at 52.212-3 (FEB 2000) and the DFARS provision at DFARS 252.212-7000 (NOV 1995), Offeror's Representations and Certifications -- Commercial Items, with their quote.
