United States Coast Guard, Maintenance & Logistics Command, Atlantic
intends to issue a five year Indefinite Delivery/Indefinite Quantity
(ID/IQ) contract for twenty-nine (29) commercial _off-the-shelf_
Reverse Osmosis (R/O) Desalination Plants. The Coast Guard intends to
conduct this procurement in accordance with Federal Acquisition
Regulation (FAR) part 12, Acquisition of Commercial Items, and FAR
Subpart 13.5, Test Program for Certain Commercial Items. The simplified
acquisition will be issued as a best value Request for Quote (RFQ), on
or about August 21, 2000 with quotes due on or about September 12,
2000. The RFQ will be issued via the Electronic Posting System (EPS) at
www.eps.gov. Hard copies of the RFQ will not be issued. It is incumbent
upon contractors to monitor the EPS system for RFQ release and all
subsequent amendments. This procurement is being issued as a 100% small
business set-aside in accordance with FAR 52.219-6. The standard
industrial classification code is 3559 -- Special Industry Machinery,
N.E.C., and the small business size standard is 500 employees. Three
different R/O plants capacities will be solicited for various Coast
Guard class 210_, 270_ and 378_ vessels. Estimated quantities are as
follows: 13 ea R/O Desalination Plants for 210_ class with a capacity
of 5,000 gallons of potable water per day (gpd); 13 ea for 270_ class
with a capacity of 7,000 gpd, and 3 ea which shall produce 10,000 gpd.
The initial quantity of one (1) R/O system for 270_ class vessel with
a capacity of 7,000 gpd must be delivered not later than 15 January
2001. The R/O desalination plants will be ordered by delivery order and
delivered F.O.B. Destination to the U.S. Coast Guard Engineering
Logistics Command, Baltimore, MD. All interested sources may submit a
quote which shall be considered by the Coast Guard. Additional
specifications are included in the formal RFQ. ATTENTION: Minority,
Women-owned, and Disadvantaged Business Enterprises (DBE). The
Department of Transportation (DOT) Short-Term Lending Program (STLP)
offers working capital financing in the form of lines of credit to
finance accounts receivable for transportation related contracts.
