This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. Solicitation 53SBNB060124 is issued as a Request for Quotation (RFQ) using FAR Part 13 Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-18. This action is not restricted to small businesses. The Standard Industrial Classification (SIC) code is 5065 and the size standard is 100. The National Institute of Standards & Technology (NIST) intends to fabricate a 6 axis high-resolution positioning system for a payload mass of 75 Kg. The payload stage will be custom manufactured in-house at NIST and will require two sets of high-reliability, closed-loop piezoelectric actuators (to remove hysteresis and creep). The six axes of motion will be divided onto two motion platforms; one providing the pitch, roll and z axes of motion, while another platform, supported by the first, provides x, y and yaw motions. The pitch roll and z axes will require 20 micrometers of range with a static load capacity of at least 1000 N. The x, y and yaw axes will require 140 micrometers of range with a 500 newtons (N) minimum static load capacity. All piezoelectric actuators must have a built-in displacement feedback device to reduce hysteresis and creep. Specifications for CLIN 0001 are as follows: (1) Three high load capacity, preloaded PZT actuators, with internal displacement sensors to remove hysteresis and drift. Minimum load capacity of 1000 N, pushing or pulling. Open-loop stiffness of at least 600 N/micrometer. Maximum extension of 20 micrometers. Closed-loop resolution of better than 1 nm. 3 m cables. Overall actuator length of less than 70 mm. Amplifiers and servo control system for displacement sensorsmust fit in a 19 inch rack-mount chassis with simultaneous display of individual channel voltages. Analog inputs of plus/minus 10 volts with DC bias control; (2) Three high load capacity, preloaded PZT actuators, with internal displacement sensors to remove hysteresis and drift. Minimum load capacity of 500 N, pushing or pulling. Open-loop stiffness of at least 60 N/micrometer. Maximum extension of 140 micrometers. Closed-loop resolution of better than 3 nm. 3 m cables. Amplifiers and servo control system for displacement sensors must fit in a 19 inch rack-mount chassis with simultaneous display of individual channel voltages. Analog inputs of plus/minus 10 volts with DC bias control. Delivery for CLIN 0001 shall be accomplished within two months after receipt of order. CLIN 0002 Warranty. The Government requires a 12 month warranty on all parts for CLIN 0001. FAR 52.247-34, FOB Destination applies to CLIN 0001. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items are applicable to this acquisition. The Government will make award to one quoter. Evaluation of quotations will be conducted using FAR 13.106-2. The award will be made to the responsible vendor based on Best Value using a technical/ price trade-off of the following: A) Technical capability to meet the specifications. Failure to meet the specifications will preclude the offer from further consideration; B) Past performance indicating ability to supply similar products and services and delivery on time; C) Price. Technical capability and past performance, when combined, are more important than price. The Government reserves the right to make an award without discussions. Offerors shall address ALL requirements herein, and shall provide clear evidence of understanding, ability and willingness to comply with the Government's specifications. Offerors shall comply with the provision at FAR 52.212-1(b) and submit 1) Three (3) copies of quotation which addresses all of the CLINs; 2) Evidence of past performance during the past three years for similar products and services; 3) Three (3) copies of technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in this solicitation and a copy of the terms and conditions of the proposed warranty; 4) Two (2) copies of the most recent published price list(s).
