NASA/JSC plans to issue a Request for Offer (RFO) for a miniaturized and avionics-qualified multi-channel data acquisition system for the NASA Space Flight Test Vehicle 201 for the X-38 Crew Return Vehicle Project. NASA/JSC intends to purchase the items from L3 Communications Telemetry-East. This sole source procurement is entered into pursuant to 10 U.S.C 2304 (c) (1). L3 Communications is the only vendor that can meet all of the specified technical requirements and maintain the current vehicle avionics architecture. Because of the proprietary nature of L3 communications master-slave ten-wire interface, no other commercial data acquisition hardware can be integrated without compromising the weight, power, volume and complexity requirements of the vehicle. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 15, 2000. Such apabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
