synopsis/solicitation for commercial items prepared in accordance with
the Test Program for Certain Commercial Items at FAR Part 13.5 and in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation. Quotations are being requested and
a written solicitation will not be issued. Solicitation 53SBNB060135 is
issued as a Request for Quotation (RFQ) using Simplified Acquisition
Procedures. The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-18.
This action is not restricted to small businesses. The Standard
Industrial Classification (SIC) code is 3829 and the size standard is
500. The National Institute of Standards & Technology (NIST) intends to
obtain an EleXsys Electron Paramagnetic Resonance (EPR) in accordance
to the specifications identified below. The Contract Line Item Number
(CLIN), quantities, andunit of issues are as follows: CLIN 0001,
EleXsys Electron Paramagnetic Resonance (EPR) Spectrometer Acquisition
Server Data Module to include the following specifications: 1) This
data acquisition system for the EPR shall include data system mainframe
with 15 VME-bus slots and power supplies for both digital and analog
electronics; MC68040 CPU, 8Mbyte 2xRS232C interfaces, real-time clock
with calendar, SCSI interface, ethernet interface; 3X transputer
interfaces; flash digitizer, dual input 500 MHz digitizer, 2 ms/sec
sampling rate. 100 ns aperture, hardware accumulator 8k x 32 bit
memory; spectrometer interface panel; power supply unit, +/- 15VDC
linear supply for analog electronics; digital rapid scan controller, up
to 20mT sweep width, sweep time range and digital acquisition 500
microsec to 3.3 sec modulation generator 61 to 100 kHz; general
spectrometer interface with centronics parallel port, serial interface
port, IEC/625 interface, 3 programmable pulse outputs, 2 interrupt
request inputs, keyboard interface; multitasking realtime operating
system. The module shall be fully compatible with the software and
hardware components of an EleXsys model EPR spectrometer. CLIN 0002,
Signal Channel Module for the EleXsys Electron Paramagnetic Resonance
(EPR) Spectrometer to include the following specifications: 1) 6 kHz to
100kHz settable in 1 Hz steps, first and second harmonic phase
resolution 0.1 deg., phase stability 0.1 deg/deg-hr, modulation output
1MV(PP) -- 10V(PP), modulation reference 10V(PP) rectangular, input
impedance 50 OHM, receiver gain dynamic range 106dB; 1dBsteps, time
constant 0.1ms -- 5.24s, integrating ADC conversion0.3ms -- 2.62s per
point, ADC resolution 8-22 bits, automatic calibration of phase and
amplitude for any frequency, external trigger input, setup scan,
internal buffer. CLIN 0003, Signal Channel Module for the EleXsys
Electron Paramagnetic Resonance (EPR) Spectrometer to include the
following specifications: 1) 100Hz to 6 kHz settable in 1 Hz steps,
first and second harmonic operable in direct or cascade mode with CLIN
0002 above. CLIN 0004, Microprocessor Based Field Controller for the
EleXsys Electron Paramagnetic Resonance (EPR) Spectrometer to include
the following specifications: 1) -50G to +23kG operating range, field
accuracy better than +/- 500mg over full range, center field setting in
50mg steps, sweep width setting in 100mg steps, 12-bit parallel sweep
input and output, internal and external address advance, transputer
interface. CLIN 0005, SuperX High Sensitivity X-band Microwave Bridge
for the EleXsys Electron Paramagnetic Resonance (EPR) Spectrometer to
include the following specifications: 1) 60dB absorption detection,
400mw low noise dual-gunn microwave source, AFC stablility 10E-6, power
meter with digital display, automatic AFC gain control. All items shall
be fully compatible with the software and hardware components of an
EleXsys model EPR spectrometer. Delivery shall be accomplished within
five months after receipt of order. FOB Destination; Delivery location
is National Institute of Standards and Technology, 100 Bureau Drive,
Building 301, Shipping & Receiving, Gaithersburg, MD, 20899-0001. The
provision at FAR 52-212-1, Instructions to Offerors -- Commercial Items
are applicable to this acquisition. Evaluation of quotations will be
conducted using FAR 13.106-2. The award will be made to the responsible
vendor based on Best Value using a technical/ price trade-off of the
following: A) Technical capability to meet the specifications. Failure
to meet the specifications will preclude the offer from further
consideration; B) Past performance indicating ability to supply similar
products and services and delivery on time; C) Price. Technical
capability and past performance, when combined, are more important than
price. The Government reserves the right to make an award without
discussions. Offerors shall address ALL requirements herein, and shall
provide clear evidence of understanding, ability and willingness to
comply with the Government's specifications. Offerors shall comply with
the provision at FAR 52.212-1(b) and submit 1) Three (3) copies of
quotation which addresses all of the CLINs; 2) Evidence of past
performance during the past three years for similar products and
services; 3) Three (3) copies of technical description of the items
being offered in sufficient detail to evaluate compliance with the
requirements in this solicitation and a copy of the terms and
conditions of the proposed warranty; 4) Two (2) copies of the most
recent published price list(s). Offerors shall include a completed copy
of the provision at 52.212-3, Offeror Representations and
Certifications-Commercial Items (Feb 2000), with its offer, which may
be downloaded from http://www.arnet.gov/far. The clause at 52.212-4,
Contract Terms and Conditions-Commercial Items (May 1999) applies to
