commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation, quotes are
being requested, and a written solicitation will not be issued. This
procurement is being issued as a notice of intent. Submit offers to NOI
# 0019. The solicitation documents and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 18.
This acquisition is a 100% Small Business Set-Aside. The associated
Standards Industrial Classification Code (SIC) for this procurement is
3826. SCHEDULE: The National Institute of Allergy and Infectious
Diseases intends to procure a sole source simplified acquisition from
Biacore, Inc. The equipment required is a Biacore 3000 instrument,
product number BR-1100-43. The system includes the following: Operation
Kit, various software, Sensor Chips, Reagents, CPU, monitor and
printer, two-day training course and follow-up consultation. Biacore,
Inc. is the sole distributor of Biacore instruments in the United
States. A principle activity of the laboratory involves identifying
host factors involved in AIDS pathogenesis. In this regard we need to
acquire the capacity to define and characterize biomolecular
interactions that occur between viral proteins and cell associated
factors, including but not limited to cell surface receptors. The
Biacore 3000 is designed to measure protein-protein interactions in
real time. The Biacore technology has emerged as the state of the art
methodology for measuring these interactions. The technology utilizes
changes in surface plasmon resonace when biomolecules bind to, and
dissociate from one another. This provides the distinct advantage of
being able to measure both rates of association and dissociation
between proteins. Additionally, biacore instruments have been improved
recently such that "ligand fishing" experiments can now be carried
out, thus opening up the possibility of identifying previously unknown
interactions between viral proteins and host factors. The following
characteristics make the BIACORE 3000 unique: 1. Sensitive SPR optical
detection cabable of making reliable direct, real-time, label free
measurements on as little as a few picograms of bound material, and
detecting direct measurements of molecules as small as 200 Daltons. 2.
Patented multichannel (up to 4 flow-cells) micro-fluidics integrated
with an automated sample delivery system. Microrecovery of bound
samples are possible for Mass Spectrometry applications. Patented,
reusable sensor chip surfaces available in a variety of surface
chemistries. 3. Assay temperature range of 4 to 40 degress C for
thermodynamic analysis. 4. Evaluation software capable of global and
statistical analysis of data for the following applications:
specificity, kinetic, steady-state, and concentration. 5. BIACORE 3000
system specifications (see attached). 6. capable of micro recovery
(less than 10ul) from the sensor surface. 7. Drift is less than 0.3 ru
RMS and noise less than 0.1 ru. 8. able to reuse 50-100 times the same
sensor chip for repeated sample analysis. 9. Dynamic range
concentration (test times 5-10 min) 10-3 10-11 M detection limit
approx. 1 pM. Delivery location is National Institutes of Health,
National Institute of Allergy and Infectious Diseases, Bethesda, MD
