THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is EEE314 and the solicitation is being issued as a Request for Proposal solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-15. The Environmental Protection Agency anticipates that the contract will be as a result of full and open competition. A firm-fixed-price purchase order is anticipated to result from the award of this solicitation. This procurement is NOT a total small business set aside and the SIC No. is 3829 with a size standard of 500 Employees. This procurement is not a follow-on to a prior contract. This acquisition is for the delivery, FOB Destination, EPA, National Air and Radiation Environmental Laboratory (NAREL), Montgomery, AL, 36115-2601, of two N-Type High Purity Germanium Detectors. Specifications for two (2) low energy HPGe detectors for the NAREL: 1. The detectors shall be an "N" type coaxial high purity intrinsic germanium photon detector with an operable range of gamma detection of at least 5 to 3000 kilo electron volts (keV). 2. The detectors shall have a relative efficiency of at least 60 percent. Relative efficiency measurement method shall be according to American National Standards Institute/Institute of Electrical and Electronics Engineers (ANSI/IEEE 325-1986). 3. The detectors shall have a resolution of 2.30 keV Full Width at Half Maximum (FWHM) or less at 1332 keV, and 1.100 keV or less at 5.9 keV. It shall also have a Full Width at Tenth Maximum to FWHM (FWTM/FWHM) ratio of less than or equal to 2.0 and a Full Width at Fiftieth Maximum to FWHM (FWTM/FWHM) ratio of less than or equal to 3.0. 4. The detectors shall have a 22 to 88 keV ratio (for Cd-109) of 20:1 or greater. 5. The detectors shall have a peak to compton ratio of 56:1 or greater, as determined by the ANSI/IEEE 325-1986 method on the 1332 keV cobalt-60 line. 6. The detectors shall be able to incorporate automatic shutdown circuitry interfaceable to standard germanium system high voltage power supplies with a single BNC type connection. 7. The detectors shall have an endcap diameter small enough to fit into the well of a Marinelli type beaker with a well diameter of 3.28 inches. 8. The detectors shall be supplied in a vertical "streamlined" configuration; that is, the preamplifier shall be housed behind the detector in a cylindrical configuration, and permanently mounted on a vertical cryostat, so as to fit inside a standard low background shield. 9. The detectors shall include a standard 30 liter "up-looking" cryogenic dewar. 10. The contractor shall submit a low background measurement of at least 100,000 seconds duration for each detector prior to shipping. This information will be used by the agency to verify that the systems meet the required specifications Evaluation criteria to be included in paragraph (a) of provision 52.212.2 are as follows: Ability to meet the above minimum specifications.
