The National Institute of Standards & Technology(NIST) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with JEOL USA, Inc. for the Model JSM-6400 UPGRADE, of an existing JEOL-6400 Scanning Electron Microscope (SEM). The upgrade will retrofit the SEM for use with a LaB6 electron source, and will include all the necessary vacuum and electronics components. This upgrade will provide enhanced viewing and electron beam writing capabilities, as well as greater electron brightness, more stability, and resolution. Since the system was purchased directly from the manufacturer, no other make or model will be accepted. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures. This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
