This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19 (through 06/06/2000). This acquisition will be processed under FAR Part 12 -- Acquisition of Commercial Items and is not a Small Business Set-Aside. The associated Standards Industrial Classification Code (SIC) for this procurement is 2899 and the size standard is 500 employees. SCHEDULE: The Rocky Mountain Laboratories, Laboratory of Human Bacterial Pathogenesis (LHBP) proposes to procure DNA sequencing and RT-PCR supplies in the following estimated quantities: 1) 50 ea. Big Dye ready mix, Version 2.0, 5000 rxns (Catalog # 4314416), 2) 350 ea. 3700 POP-5 Polymer (Catalog # 4313087);3) 24 ea. 50 cm 3700 Capillary Array (Catalog # 4305787); 4) 100 ea. 3700 10X Running Buffer, 2L (Catalog # 4306858); 5) 960 ea. Fluorescent dye-labeled TaqMan probes (catalog # 450025), 6) 1920 ea. Oligonucleotide PCR primers (catalog # 4304970) and 7) 36 ea. Real-time RT-PCR reagent kits (catalog # 4313803) from PE Corporation/PE Biosystems, 850 Lincoln Center Dr., Foster City, CA 94404. The LHBP currently has three Perkin Elmer DNA sequencing machines, 2 automated high through-put model 3700 capillary electrophoresis sequencers and one manual model 377 plate electrophoresis sequencer. The PE Biosystems 377 and 3700 DNA sequencers and BigDye chemistry sequencing reaction kits comprise an integral system for DNA sequence determination. The LHBP also utilizes a Perkin Elmer 7700 Sequence Detection System for confirmation and additional analysis of DNA microarray, proteomics and genomics data utilizing real-time RT-PCR. These items must be procured from PE Corporation/PE Biosystems because of on-going research currently utilizing these supplies. Changing variables would invalidate previous research efforts; affect the equipment warranties; the ability of the lab to obtain technical support from the equipment manufacturer; and would cause delays in the completion of on-going research and publication of scientific papers. This would result in a substantial financial loss to the Government. FOB Point shall be Destination, Hamilton, MT. This will be an indefinite quantity/indefinite delivery order to provide the above listed sequencing supplies for a period of 12 months. Delivery orders will be placed by designated ordering officials and delivery shall be no more than 24 hours after receipt of the delivery order with the exception of weekends and Federal Holidays. Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. Please be advised that the paying office for the resulting order from this solicitation will change from Rocky Mountain Laboratories in Hamilton, MT to the NIH Office of Financial Management, Bethesda, MD effective 10/1/00.
