The Marine Corps Tactical Systems Support Activity (MCTSSA) is seeking proposals for the procurement of a portable, universal, comprehensive, automated data reduction (DR) software tool. A single tool is needed to process, review and analyze tactical data link information and internal system data extracted from various Air Command Element (ACE) Marine Corps Command, Control, Communication, Computers and Intelligence (C4I) systems. A DR tool is required to support in-house testing, System Integration Environment (SIE) testing, System Engineering and Integration (SE&I) testing, Joint Interoperability Test Command (JITC) Certification testing, and Combined/Allied testing of ACE tactical systems. The new systems software design shall be the most effective combination of the COTS/GOTS applications that are modified, enhanced or improved from existing applications. It is anticipated that a base and 1 option performance periods will be awarded by September 27, 2000. A Sources Sought announcement entitled "70-Software for Tactical Data Link Messages", PSA #2544 for Market Research was posted February 25, 2000; as a result of received information the RFP is requested. The Government shall make a single award to the Offeror whose offer is considered to be the Best Value to the Government. The contract awarded as a result of this RFP will be Firm-Fixed Price and be made under Commercial Items and Simplified Acquisition Procedures.
