for a contractor to furnish a minimum of 10,000, but not to exceed
50,000, trees per year for a maximum of 5 years. The trees will be
grown from cuttings or seed in one-gallon-sized pots. This contract
will not involve the planting of trees. The Contractor is required to
grow, deliver and unload the trees on-site only. Reclamation will issue
a delivery order in November for the quantity of trees necessary for
delivery the following spring. The work to be performed consists of
collecting cuttings (or seed if applicable) from the lower Colorado
River or its tributaries. If the Contractor already has stock available
which was collected in this vicinity prior to this contract, this
material may be used to satisfy this contract. The area for collection
includes areas adjacent to the lower Colorado River from Lake Mead to
the Southern International Border with Mexico, including the following
tributaries: Bill Williams River and Gila Rivers in Arizona. These
cuttings can also be collected from the vicinity of the Virgin and
Muddy Rivers in Southern Nevada. No plant cuttings from any other
geographical areas shall be included as planting material. The
Contractor shall collect cuttings (or seed) for the following types of
trees only: 1) Fremont cottonwood; 2) Goodings Willow; 3) Coyote
Willow; 4) Honey Mesquite; and 5) Screwbean Mesquite. For the first
year of the contract only, Reclamation will provide seed for the two
Mesquite tree varieties. The Contractor will be responsible for
collecting seed in the remaining option years. For each order of trees,
the Contractor must be able to deliver the trees to up to 5 different
sites: (1) Havasu National Wildlife Refuge near Needles, CA; (2) Cibola
National Wildlife Refuge, near Blythe, CA; (3) Imperial National
Wildlife Refuge, near Yuma, AZ; (4) Pahranaget National Wildlife
Refuge, near Ash Springs, NV; and (5) Colorado River Indian Tribal
lands, near Parker, AZ. The Contractor is responsible for obtaining any
permits required for collecting cuttings or seed, and transporting the
trees across state lines. This solicitation is unrestricted (that is,
full and open competition). For this acquisition the standard
industrial classification code is 0831 and the small business size
standard is $6.0 million. Acquisition of this work will be pursuant to
the Federal Acquisition Regulations Subpart 13.5, Test Program for
Certain Commercial Items. We will issue a Request for Quotes (RFQ) in
the form of a solicitation which will include a description of the work
requirements, instructions to offerors, and required certifications. We
estimate that we will issue the solicitation on August 22, 2000.
Currently, we anticipate that the due date for quotes will be September
21, 2000. No documents will be available until the solicitation is
issued. There is no charge for one hard copy of the solicitation. You
