A -- PERSONNEL SECURITY RESEARCH PROGRAM FY01 SOL 00-017 DUE 080701 POC Howard Timm (831) 657-3016 (1) General Statement of Research Need The Security Research Center announces a program to help fund (through the Office of Naval Research) research addressing issues pertinent to personnel security. The areas covered by this funding program include trust and betrayal, automated monitoring and financial/credit, continuing evaluation and aftercare, utility analysis, and vetting systems. Participation is sought from graduate students and from scientists, faculty, consultants, and practitioners at financial, research, business, governmental, and educational institutions. (2) Instructions for Preparation of Proposals The maximum award for masters degree thesis awards is $5,000/student. The maximum award for dissertation grants $15,000/student. The maximum award for institutional awards is $30,000/project. Submission of proposals is not restricted in any way to any particular entity. Historically Black Colleges and Universities, Minority Institutions (HBCU/MI), small, small disadvantaged, hubzone small, and women-owned small businesses are encouraged to participate. Proposers should state in their proposal that it is submitted in response to the BAA. All proposals should also be accompanied by a completed certification package which can be accessed on the ONR Home Page at http://www.onr.navy.mil/02. The certification package for grant proposals (normally submitted by universities) is entitled "Certifications and Submittal Statement Document". The certification package for contract proposals is entitled "Representations and Certifications". The standard industrial classification code is 8731 with the small business size standard of not to exceed 500 employees. No portion of this BAA has been set aside for HBCU/MI participants, though their participation is encouraged. Please clearly indicate restrictive notices on submitted proposals. Details in regard to proposal format and guidelines as well as additional programmatic information are outlined in the Defense Security Research Center brochure entitled, "PERSONNEL SECURITY THESIS, DISSERTATION, AND INSTITUTIONAL RESEARCH AWARDS FOR FISCAL YEARS 2000 AND 2001", a copy of which may be obtained by sending a self-addressed label to the Defense Security Research Center, 99 Pacific Street, Suite 455E, Monterey, CA 93940-2481 or via E-mail at the following e-mail address: src@osd.pentagon.mil. (3) Criteria and Method for Evaluation of Proposals The Security Research Center will receive, evaluate and fund proposals on a continuing basis at any time during the open period. The selection criteria that will be used to evaluate the proposals will be the 1) Practical applicability of results; 2) Perceived need for the subject matter in the personnel security body of knowledge; 3) Originality of the research, 4) Quality and feasibility of the research methods, 4) Practical applicability of results, 5) Strength of the evidence that the applicant(s) possess the necessary qualifications to produce an acceptable research project, and 6) Realism and reasonableness of the estimated expenses and availability of funds. This notice constitutes a Broad Agency Announcement (BAA) as contemplated in FAR 6.102 (d)(2). No request for proposal (RFP), solicitation or other announcement of this opportunity will be made. Requests for the same will be disregarded. This announcement will be open for one year from date of publication or until replaced by a successor BAA.
