Satellite Program (DMSP) Office contemplates award, on the basis of
other than full and open competition, the addition of Hardware and
Software Depot-Level Support, and Support and Services for the
AN/TMQ-43 Meteorological Satellite (METSAT) Small Tactical Terminal
(STT). This action is expected to be a new work supplemental agreement
to the existing contract for the design, development and production of
the STT system, F04701-94-C-0019 with Harris Corporation, Government
Communications Systems Division. The estimated dollar value for the
proposed acquisition is $550,000.00 over four years. The contract type
will be Cost-Plus-Fixed-Fee (CPFF), with a period of performance
anticipated to be August 2000 through November 2004. New offerors who
wish to express interest in the contemplated acquisition should submit
a statement of capability (SOC). Non-incumbent offerors must
demonstrate that they have, or are able to obtain by the time of award,
the capability to meet the following technical requirements: Thorough
knowledge of the AN/TMQ-43 Meteorological Satellite (METSAT) Small
Tactical Terminal (STT) system at the component and software design
level; sufficient facility resources to conduct depot-level type
activities for the AN/TMQ-43; extensive experience in design and
developing government communication systems and meteorological
satellite data receipt, ingest, processing and display ground
terminals. Notification of interest and SOC must be received from any
new offerors within fifteen (15) days of the publication of this
announcement. The SOC shall be limited to 10 pages, and should include
the contract number, name, address and telephone number of the
Contracting Officer for contracts under which similar work was
performed. This announcement is for information and planning purposes
only and does not constitute an IFB or RFP. When requested, all
responsible sources may submit a proposal that shall be considered by
