B -- NATO: NATO ACTIVE LAYERED THEATER BALLISTIC MISSILE DEFENSE FEASIBILITY STUDY SOL CO-9066-TMDFS DUE 081400 POC Alexis Kemper 202-482-1512 The NATO C3 Agency invites bids for conducting two independent studies regarding the feasibility of an Active Layered Theater Ballistic Missile Defense capability for NATO. The Nations agreed on this feasibility study (FS) as a Stand Alone Project. It is envisaged that two parallel contracts will be awarded. The overall final report shall be delivered and accepted not later than 18 months after the effective date of contract. It is required that the independence of the two studies be ensured, and to accomplish this, only one bid per company and one approach per bid will be allowed. "Company" is defined, for the purposes of this Notification to Invite Bids (NOI) and coming Invitation for Bid (IFB) as a legal entity, registered under a certain name in a NATO member nation. A company is defined as being a "Major Company" if it is the prime contractor for the cosnsortium leader. A subcontractor or a member of a consortium that has more than 15% share of the total bid value is also regarded as a "Major Company". A Company is defined as being a "Minor Company" if it is a subcontractor or a member of a consortium that has an equal or less than 15% share of the total bid value. A Major Company on one bid may participate on other bids only as a Minor Company. If a Major Company on one bid teams with another/other Company/Companies to form a third Company then this third Company can only bid as a Minor Company. The third Company may be a Major Company on one bid with the consequence that its shareholder Company/Companies may participate on other bids only as Minor Company/Companies. Within the context of the NATO policy for Extended Integrated Air Defense (EIAD), the principal objectives of the FS are: 1. To determine the feasibility of meeting the requirements set out in the NSI. In addition, to determine the implications of partially meeting the requirements of the NATO Staff Target (NST); 2. To identify alternative ways of meeting the NST, setting out the associated performance, timescales, costs and risks; 3.To recommend the architectural solution that achieves an appropriate balance among performance, time scales, cost and risks, as well as the individual classes of systems of which that architecture is composed, allowing for the widest range of national systems to be integrated. To identify the range of eventual numbers of these systems, which will be needed, based on a range of illustrative scenarios; 4. To identify possible industrial strategies within which NATO might pursue the acquisition and in-service operation and support of Active Layered TBMD; 5. To prepare plans and documentation to support the next stages of an Active Layered TBMD program, including cost breakdowns, refined schedules and inputs to support draft NATO Staff Requirements. Two bidders libraries will be set up to give the bidders access to reference documents listed in the Invitation for Bid. One library will be located in the USA, the other one will be located in The Netherlands at NC3A (The Hague). Information provided in the bidders' libraries is up to "NATO SECRET". Bidders must have and averall personnel security and facility clearane of "NATO SECRET" at the time of the IFB release in order to be eligible to accesss the bidders' libraries.
