The Louis Stokes-Cleveland Department of Veterans Affairs Medical Center, Brecksville, Ohio, proposes to issue a contract for Architectural-Engineering (AE) Services to develop preliminary plans, working drawings, construction specifications, cost estimates, and construction period services for Veterans Affairs Project No. 541-00-116, entitled "Replacement of Emergency Generator" located at the Louis Stokes-Cleveland Department of Veterans Affairs Medical Center, Wade Park Facility, 10701 East Boulevard, Cleveland, Ohio 44106. The Standard Industrial Code (SIC) is 8712, Size Code $2.5. Any resultant contract shall fulfill the requirements of Federal Acquisition Regulation (FAR) Part 6, Subpart 6.1, entitled Full and Open Competition, and FAR 6.102(d) and the Brooks Act pursuant to public law 92.582 and FAR subpart 36.6 which relates to Architect-Engineering contracts. The A-E shall have principal qualifications in the following disciplines: Design and construction in replacing emergency generators and accessories and pertinent to a hospital facility, energy conversation, building systems including electrical, mechanical, civil structural, CAD Design and plumbing, HVAC Mechanical and structural, JCAHO requirements, and life safety codes for emergency generators. The A-E shall be capable of meeting all applicable codes and requirements appurtenant to a hospital facility, and the A-E project team shall include a certified industrial hygienist (CIH) for asbestos survey and development of abatement/removal plans and/or lead based paint abatement plans, if necessary, as well as possible monitoring of either type of abatement during the construction phase. The estimated construction cost is between $1,000,000.00 and $5,000,000.00. ARCHITECT-ENGINEERING Firms, which meet the qualifications stipulated herein, are invited to file (submit) a completed Standard Form (SF) 254 "Architect Engineer and Related Services Questionnaire," and SF 255 "Architect-Engineer and Related Services Questionnaire for Specific Project,"to the address and Point-of-Contact (POC) cited above by August 17, 2000. THIS IS NOT A REQUEST FOR PROPOSAL. Request for Proposal (RFP) will not be issued until the selection process has been completed. The A-E Selection shall be made upon the following factors: (1) Team proposed; (2) specialized experience; (3) proposed design approach; (4) location and facilities of working office(s); (5) cost controls; (6) estimating effectiveness, (7) schedule control, and (8) ability and experience in computer-assisted design.
