INDEFINITE QUANTITY-INDEFNITE DELIVER (IDIQ) A & E SERVICES CONTRACT: Architectural-Engineering services are required for various construction projects for military units statewide for Texas. These projects will be accomplished under delivery orders written against an Indefinite-Delivery-Indefinite-Quantity (IDIQ) Contract as the need arises during the contract period. The contract will be for a period of one year, with the option to extend for one additional year. Individual delivery order award amounts will not exceed $300,000; total contract amount will not exceed $2,000,000. A minimum of $5,000, only in fees will be guaranteed to the A & E for the basic contract and for the option year, if exercised. A & E services to provide Type A, B, and optional Type C services for a wide range of potention engineering projects. These projects consist of a number of alteration, construction and repair projects involving a wide range of engineering disciplines. These projects could deal with both vertical and horizontal types of work to be performed. The services may include, but are not limited to the following: (1) Option 1, Type A Investigative Service could be required to provide topographic surveys, facility layouts, Cathodic protection, soil borings, soil analysis, test reports, single line sketches, facility layouts, floor plans, demolition plans, scope calculations, energy calculations, structural systems, pavements, landscaping, etc. (2) Option 2 Type B Design Services would provide follow-on detailed design of the selected conceptual solution identified during the Type A Service option. The Type B Service would include, but is not limited to: a detailed analysis of all design calculations, specifications, drawings, permit applications, meetings with user and base engineering staff. This service would be comprised of three submittals. (3) Option 3 Type C Inspection Service may also be required and would be approved by the USP&FO. All design service options shall be in accordance with Air National Guard Design Policies contained in Tab C and Tab D. Prospective firms shall be rated according to the following criteria: (1) Professional Qualifications, the organizational structure of the design team must lead itself to having qualified engineers in each of the following disciplines: Architect, Civil Engineers, Structural Engineers, Mechanical Engineers, Electrical Engineers, Environmental Engineers. Firms must submit qualifications of project personnel by name and their apporpriate discipline. An organizational chart shall show the chain of command for technical and management review. (2) Specialized expertise with IDIQ A & E contracts. (3) Location of firm. (4) Availability of Key Personnel. (5) Current work load. (6) Volume of work previously awarded by DoD. This is not a request for proposal. Interested A & E firms should submit Standard Form 254, Architect-Engineer and Related Services Questionnaire, and Standard Form 255, Architect-engineer and Related Services Questionnaire for Specific Project, for their firm and each of their collaborative/consultant firms by the closing date.
