This is a presolicitation notice. The Standard Industrial Code (SIC) for this requirement is 3571 with a size standard of 1000 Employees. It is being solicited as UNRESTRICTED with quotes being accepted from large and small businesses. The solicitation for this requirement will be available on Monday, August 7, 2000. The present system is a multi-channel system with one communication line per RTU (device). The required system will be a WAN network with the backbone operating over T1 or higher speed circuits, such as ATM. ATM will be a future modification. This new WAN will operate over Western facilities or the Internet as necessary. The following is an overview and description of the requirements: The system proposed for testing at Western includes 2 Substation Gateway Servers (SGS) units and 2 UNIX workstations. The system will be configured to provide basic data acquisition from a substation by communicating to IEDs via either Modbus or DN 3.0 using serial ports. The SGS for the central size includes ICCP (Ethernet-IP version) and (SNP3.0 OVER TCP/IP -- FUTURE) to permit it to supply data to and from the existing SCADA system owned by Western. Network security 9VPN) technology will be included in the SGSs and Workstations used for the testing. Initial studies by Western have identified Hathaway Industrial Automation components as compatible/meeting the needs. This requirement is being solicited under commercial procedures FAR Part 12, 'brand name or equal' with Hathaway part numbers.
