110 Luke Avenue _ Room 209, Bolling AFB DC 20332-0305 intends to
compete a simplified acquisition, purchase order for Non-Personal
Engineer Support Services for the Air Force Frequency Management Agency
(AFFMA) in support of International and Domestic Spectrum Management
and Telecommunication Agreements _ SUBJECT TO THE AVAILABILITY OF
FUNDS. The period of performance will be from 1 Oct 00 _ 30 Sep 01.
This project is a 100% small business/small purchase set-aside.
However, if we do not receive two or more qualified small business
offers, this request will be opened up for full and open competition.
The contractor shall be capable of providing the professional labor,
materials, and equipment to analyze, prepare data, and make
projections, and recommendations responsive to a wide range of
telecommunication and radio spectrum management issues. The contractor
shall be capable of providing multi-disciplined, experienced, and
knowledgeable personnel to augment and support the AFFMA. There is a
necessity to defend the interests of the United States Air Force, in
coordination with other federal agencies, private sector, and foreign
nations as defined in the solicitation document/Statement of Work. The
AFFMA directly supports the United National International
Telecommunications Union (ITU), World Radio Communication Conferences
(WRCs), Plenipotentiary Conferences, Radio Communication Assemblies,
and Study Groups (SG). The tasks at hand will support a variety of
military and joint government/industry meetings of the Allied Radio
Frequency Agency (ARFA) of the North Atlantic Treaty Organization
(NATO), in spectrum planning meetings of the Organization of American
States (OAS), Inter-American Telecommunication Commission (CITEL), and
in selected bilateral international meetings. Air Force also
participates in preparatory working group meetings for international
meetings sponsored by the State Department, the National
Telecommunications and Information (NTIA) of the US Department of
Commerce, and the Federal Communication Commission (FCC). The objective
of this request is to acquire contractor support for the AFFMA with its
involvement in the development of international and domestic spectrum
management and telecommunications agreement, satellite coordination and
regulations as they relate to Air Force systems development, command,
control and intelligence operations. The effective conduct of the many
interlocking studies and negotiations, requires contractor-developed
recommendations and opinions based on proven specialized regulatory,
procedural and technical information. A Secret Clearance is required.
