Fleet and Industrial Supply Center Norfolk Detachment Philadelphia intends to issue a solicitation on a direct conversion basis under the auspices of OMB A-76 Circular procedures for the acquisition of Family Service Center FSC) Services (i.e. The contractor shall provide personnel, management, supervision, administrative/clerical support and training) in support of the Naval Support Unit, Saratoga Springs, NY. The requirement will be processed pursuant to FAR Part 12, Acquisition of Commercial Items, implementing simplified acquisition procedures under FAR Subpart 13.5. It is anticipated that this requirement will be 100% set-aside for small business. The FSC services include, but not limited to, the following: Operational Support (i.e. Deployment Support, Sexual Assault Victim Intervention Program, Personal Financial Management Program, Life Skills Education, Ombudsman Support, Crisis Support, Outreach Services, and Information & Referral), Mobility Support (i.e. Exceptional Family Member Program, Relocation Assistance Program and Transition Assistance Management), Counseling and Advocacy Support (i.e. Clinical Counseling/Family Advocacy Program and New Parent Support), and Management and Technology Support(i.e. Stategic Planning, Program Evaluation and Needs Assessment, Marketing, Information Technology Support, Distance Learning, and Administrative Support). A firm fixed price-type contract is contemplated. The applicable standard industrial code is 8322, size standard $5M. The period of performance encompasses a base period of twelve (12) months from 1 October 2000 through 30 September 2001 plus four, 12 month options. The solicitation will require the submission of technical, past performance and price proposals.
