for commercial services prepared in accordance with the format in
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation for
which proposals are being requested and a written solicitation will not
be issued. This solicitation is issued as a Request for Proposal (RFP)
and the solicitation (requisition) number is W58M0C 0187-0018.
Solicitation document and incorporated provision and clauses are
current through Federal Acquisition Circular 97-19. This procurement is
solicited on an unrestricted basis using SIC code 7699. Contract
performance period is thirty days from date of contract award.
Contractor is to tear down and evaluate cost for repair of 1 each T700
engine from Helicopter UH 60, P/N: 6035T00G01, S/N: GE-E-207991, TSN:
2693 hours; Property of Repairable Management (RM) Program, MO-AVCRAD
with a turn-in write-up of "Exceeded TGT Limits on Shut Down 1150
degrees/4sec" that require services beyond the capability of the
MO-AVCRAD; (1) Statement of work requires the following: (a) Pick up
engine at MO-AVCRAD Shop, 2501 Lester Jones Avenue, Springfield, MO
65803-9513; (b) Disassemble engine; (c) Evaluate condition; (d) Provide
written estimate for repair to person designated below. Government will
determine if they want the engine repaired; (e) Return engine
(reassembled) to address designated. (Regardless of whether engine is
repaired or not repaired, engine shall be reassembled when returned to
unit.) Vendor will furnish a breakdown of cost for evaluation as
follows: Cost for pick up of engine, hourly rate and number of hours
for disassembling and reassembling engine, and transportation cost to
return engine to unit. The Statement of Work requires an evaluation of
the subject engine in totality; repairs and replacement as necessary,
refurbishment of airflow tolerances per plasma coating to factory
specifications and a test cell run in accordance with DMWR
55-2840-248-2. (2) OPTION: After Government receives written firm fixed
price repair proposal, Agency will determine if they will exercise
option. Said proposal shall consist of the following information. (a)
Total labor hours @ rate per hour (Prevailing wage rates are
applicable); (b) Material (Parts) (Submit itemized list of parts and
price for parts (Note: Agency reserves the right to provide any
required repair parts; (c) Contractor's total cost for repair. A FAA
certified turbine engine repair facility must perform the repair work.
Work is to be performed within a 300-mile radius of Springfield, MO;
Engine will be surface shipped in engine can provided by Government. No
repairs shall be made on engine until agency has been notified of cost,
exercised Option, and has given a "Notice to Proceed". If "Notice to
Proceed" is given by agency, a 1,000-hour warranty will be required.
Proposals shall include technical proposal, cost proposal; and past
performance proposal. Submit 3 references of similar work to include
description of work, point(s) of contact, and telephone numbers.
Include a completed copy of the provision at FAR 52.212-3, FAR Clause
52.212-4, Contract Terms and Conditions applies to this acquisition.
FAR Clause 52.212-5 Contract Terms and Conditions Required to Implement
Statutes or Executive Orders -- - Commercial Items apply to this
acquisition. Acquisitions of Commercial Items, 252-225-7001 &
252.225-7036 apply to this acquisition. The following contract clauses
apply to this acquisition: FAR 52.222-21, DFARS 252.225-7007, FAR
52.222-26, FAR 52.222-35, FAR 25.222-36, FAR 52.222-37, FAR 52.222.41,
FAR 52.222.42, FAR 52.232-34, and 52.217-8. Proposals are due on 15
August 2000 at 1000 hours. The Federal Government requires that Vendors
doing business with the Government be Central Contractor Registered
