is a combined synopsis/solicitation for commercial items prepared IAW
the format in Fed. Acquisition Reg. Subpart 12.6, as supplemented
w/additional information included in this notice. This notice
constitutes the solicitation; quotes are being requested; separate
solicitation documents won't be issued. (ii) Solicitation number is
DE-RQ08-00NV13882, REQUEST FOR QUOTATION (RFQ).(iii) The solicitation
document and incorporated provisions/clauses are those in effect
through Fed. Acquisition Circular 97-18. (iv) This requirement is 100%
set-aside for small businesses. Standard Industrial Classification
Code is 7629. Size standard is $5M (avg. of total sales over 3 years
can't exceed the size standard). (v) STATEMENT OF WORK: Line Item 001
-- Provide all materials, labor and transportation to provide annual
preventative maintenance and inspection for an Uninterruptible Power
System (UPS) located at the Nevada Support Facility, 232 Energy Way,
North Las Vegas, NV. System consists of two 75 KW Chloride model EDP70
(S/N's 1982 and 2254), two 50 KW Chloride model EDP70 (S/N's 2255 and
2256), 64 power service batteries, four battery cabinets, and four
step down transformers. Provide unlimited around the clock emergency
service 24 hours per day, 7 days per week including holidays. Parts and
labor coverage for all control items and motors to be included.
Maintenance is to be performed twice per year, first service to be
performed as soon as practical after award of purchase order, second to
occur six months later. All visits must be scheduled in advance.
Maintenance/inspection is to consist of the following:(a)Clean or
replace all air filters;(b)Check all fans for slow start and free
rotation;(c)Check AC input and output for proper wiring, grounding and
verify NEC code standards;(d)Check and record alarm logs;(e)Check and
calibrate any logic and control signals as specified in the
manufacturer's maintenance procedures; (f) Check all input, output,
voltage, amperage, and frequency readings and adjust as necessary;
(g)Check all indicators and meters for proper operation and calibrate
adjusting as necessary in accordance to the manufacturer's procedures;
(h)Check and calibrate all power supply settings in accordance with
manufacturer's specified settings; (i)Check output current for proper
power quality and balancing; (j)Simulate an AC input power failure and
monitor UPS operation with normal load (if UPS and batteries are
within manufacturer's specifications and customer authorization has
been given to perform this test): (k)Inspect the appearance and
cleanliness of all batteries, connectors, cabinets and room; (l)Check
each battery for signs of damage to the case, cover or terminals,
staining of the case, terminals or surrounding areas, excessive
swelling, evidence of melting or thermal damage to the cover, terminal
posts-seal plus support cabinet for signs of physical damage,
corrosion, etc.; (m)Check system float voltage and current and adjust
if necessary to manufacturer's specified settings; (n)Measure
individual battery temperatures and check for any hot spots or readings
which are out of the manufacturer's recommended temperature variance.
Clean and tighten all terminal connectors (when needed and/or
accessible); (o)Record battery date codes, number of cells and strings;
(p)Maintain site logs with a complete service history, PM checklists,
and general site information. Provide schematics and specific
documentation regarding the contracted equipment and maintain on site
in the UPS room; (q)Clean-up spills of electrolyte and replace as
needed. Line Item 002 -- Additional costs for parts, battery
replacement, labor and emergency services over and above the basic
preventative maintenance agreement. (vi) See (v) for complete
description and statement of work. (vii) Delivery Point is NSF, 232
Energy Way, N. Las Vegas, NV 89030. Acceptance is at destination.
Delivery is per instructions in para. (vi). NOTE: The following clauses
are located at our website. (viii) FAR provision 52.212-1, Instructions
to Offerors Comc'l items, applies and the following addenda: para (b)
(4). In addressing technical portion of RFQ, offeror must provide their
plan to accomplish work, schedule, and labor plan. (b) (11) An SF-1449
is to be completed and signed (3 copies) and returned with quote. (xi)
Refer to provision at 52.212-2, Evaluation -- Comc'l items, evaluation
factors are technical approach, past performance, and price. Tech.
approach/past perf. when combined, are equal to price. (x) Offeror is
