This CBD Notice is issued to modify the notice published on July 25,
2000. The information is modified as follows: The method of
issuance/distribution of the solicitation and amendments for this
project has been changed. Directives prevent us from posting the
solicitation and associated documents on the internet. Therefore this
solicitation will be issued only by CD-ROM after August 8, 2000.
CD-ROMs will be mailed to interested parties registered on the
Planholder's List for this project on the NAVFAC E-Solicitation web
site at http://www.esol.navfac.navy.mil. There is no charge for the
CD-ROM. Amendments to the solicitation will be issued either via e-mail
or mailed to Planholders, depending on the size of the amendment. The
dates for the pre-proposal conference and site visit has been revised
from August 21 through 24 to August 21 and 22 only. In addition, due to
security restrictions at the Naval Security Group Activity (NSGA) Kunia
facility, site visit participants must be a United States Citizen. The
following information must be provided by August 14, 2000 to attend
the pre-proposal conference and site visit, by e-mail to

The full text of the CBD Notice, published on July 25, 2000, as revised
by this notice is as follows: The Pacific Division, Naval Facilities
Engineering Command, Acquisition Department (ACQ0241), is issuing this
solicitation for the work currently being provided by the Navy Public
Works Center, Pearl Harbor, Hawaii. The U.S. Navy seeks interested
parties for this request for proposal (RFP) relevant to this
solicitation for Maintenance and Repair of Facilities, Systems, and
Equipment for Navy Public Works Center, Pearl Harbor at Various
Locations, Oahu, Hawaii. This acquisition is an A-76 cost comparison
study that will comply with the procedures prescribed in Office of
Management and Budget Circular No. A-76, the "Commercial Activities"
(CA) program. This A-76 cost comparison study will examine the
possibility of converting Government "in-house" operations to
contractor operations. This solicitation may result in the award of a
combination Firm Fixed-Price (FFP) and Indefinite Quantity (IQ) type
contract with Award Fee provisions. This solicitation will be issued on
an unrestricted basis. The SIC Code for this procurement is 1541 with
a size standard of $27.5 million. The period of performance includes a
12-month base period with 4 options to extend the term for a total
period not to exceed 60 months. If the contractor is the successful
service provider as a result of the cost comparison, the estimated date
of contract award is June 2001 with full performance starting 1 October
2001. Following the selection of a "Best Value" contractor, a cost
comparison to determine the feasibility and economy of converting
maintenance and repair of facilities, systems, and equipment performed
by Government personnel to contract performance will be conducted. A
contract will not be awarded unless the costs of contracting are lower
than the costs of continued Government performance by a minimum cost
differential of the lesser of 10% of in-house personnel-related costs
or $10 million over the performance period. Government personnel
adversely affected by conversion of government performed services to
contract have the Right of First Refusal for jobs for which they are
qualified. Service requirements include the following: (1) Facilities
Services for Critical and Non-Critical Systems Maintenance; (2)
Facilities Services at the Naval Security Group Activity (NSGA) Kunia;
(3) Tool Room Services; (4) Emergency/Service Work and (5) Itemized
Price Work. A pre-proposal conference/site visit will be held August 21
22, 2000. Interested parties should submit the names, social security
numbers, phone numbers, fax numbers and e-mail addresses of the
representatives that will attend the conference no later than 14 August
2000 via fax at (808) 471-4391 or via e-mail to
pacdiva76@efdpac.navfac.navy.mil. Site visit attendees must be United
States Citizens due to security requirements at NSGA Kunia. Failure to
submit names in a timely manner may preclude your firm's inclusion in
the site visit. The location and agenda for the pre-proposal
conference/site visit will be sent via email to interested parties
registered on the Planholder's List by the solicitation issue date.
