Fleet and Industrial Supply Center Norfolk Detachment Philadelphia intends to issue a solicitation on a direct conversion basis under the auspices of OMB A-76 Circular procedures for the acquisition of Morale, Welfare, and Recreation (MWR) Services in support of the Naval Support Unit, Saratoga Springs, NY. The requirement will be processed pursuant to FAR Part 12, Acquisition of Commercial Items, implementing simplified acquisition procedures under FAR Subpart 13.5. It is anticipated that this requirement will be 100% set-aside for small business. The MWR services include, but not limited to, the following: operating a recreation and sports program, operating a fitness center, providing access for eligible patrons to the local YMCA for swimming pool and gymnasium use, maintaining picnic pavilions and grounds, providing an information and ticket program, providing administrative and accounting support, providing an equipment rental program, and providing a vehicle, facilities, and grounds maintenance program. A firm fixed price-type contract is contemplated. The applicable standard industrial code is 7999, size standard $5M. The period of performance encompasses a base period of twelve (12) months from 1 October 2000 through 30 September 2001 plus four, 12 month options. The solicitation will require the submission of technical, past performance and price proposals. All responsible sources may request a solicitation and submit a proposal for consideration by the Government.
