award an eleven month sole source simplified acquisition to the World
Federation for Mental Health (WFMH) located in Alexandria, VA. The
Substance Abuse and Mental Health Services Administration, Center for
Mental Health Services, has a requirement for the preparation and
presentation of an international action plan for the promotion of
mental health and the prevention of mental and behavioral disorders.
The plan shall be about specific actions countries can take to promote
mental health and prevent mental and behavioral disorders. It will be
disseminated worldwide. Since WFMH is the primary sponsor of the
upcoming Inaugural World Conference on the Promotion of Mental Health
and Prevention of Mental and Behavioral Disorders, and because of its
strategic connections essential to the outcome of the conference, it is
the most appropriate organization to oversee the development,
management, production, and dissemination of the conference
proceedings. No solicitation is available. Any requests for
solicitation packages will be considered nonresponsive. The proposed
simplified acquisition action is for supplies or services for which the
Government intends to solicit and negotiate with only one source under
the authority of FAR 13.106-1(b). Interested concerns may identify
their interest and must submit written documentation that demonstrates
their ability to furnish the requirement, including technical and
pricing data, within 15 days after the date of publication of this
notice. This notice is not a request for competitive proposals.
However, all proposals received within 15 days after the date of
publication of this synopsis will be considered by the Government. A
determination by the Government not to compete this proposed
requirement based upon responses to this notice is solely within the
discretion of the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
competitive procurement. If no affirmative responses are received, the
Contracting Officer will proceed to issue a purchase order to WFMH.
