CENTER, smoran@psc.gov. DHHS/PSC/DAM intends to award a one-year sole
source simplified acquisition to Portland State University located in
Portland, OR. The Office of Minority Health has a requirement to
determine whether the introduction of professional interpreter services
improves access to and use of health care services by language
minorities. The Contractor shall create a database by combining data
from the professional interpreter services company, Pacific
Interpreters (PI) with data from several Kaiser Permanente (KP/HMO)
databases. The provision of professional interpreter services for KP
members began in mid-1997 and is treated as the test variable in the
project design. The Contractor shall construct a "panel" of language
minority patients who were continuously enrolled in KP from June 1995
to August 31, 1999. The pre-test period (before the introduction of
professional interpreter service) is from June 1, 1995 -- June 30,
1997, and the post-test period (the period after the introduction of
professional interpreter service around July 1997) is from August 1,
1997 -- August 31, 1999. The Contractor shall compare the "panel" of
patients across these two time periods to determine the role that
professional interpreters play in the delivery of health services to
language minority populations. Portland State University is the only
known source that has the following unique combined capabilities: it is
ideally situated as the base for the study since most of Oregon's
foreign-born and language minority population reside in the Portland
metropolitan area; it has personnel with extensive experience in
studying immigrant, poor, and minority populations; it has research
personnel with experience on the relationship between social factors,
health status, and access to health care for minority populations; and
it has the cooperation of PI and access to KP/HMO proprietary patient
data that are critical to carry out the requirements of this project.
No solicitation is available. Any requests for solicitation packages
will be considered nonresponsive. The proposed simplified acquisition
action is for supplies or services for which the Government intends to
solicit and negotiate with only one source under the authority of FAR
13.106-1(b). Interested concerns may identify their interest and must
submit written documentation that demonstrates their ability to
furnish the requirement, including technical and pricing data, within
15 days after the date of publication of this notice. This notice is
not a request for competitive proposals. However, all proposals
received within 15 days after the date of publication of this synopsis
will be considered by the Government. A determination by the
Government not to compete this proposed requirement based upon
responses to this notice is solely within the discretion of the
Government. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
procurement. If no affirmative responses are received, the Contracting
Officer will proceed toissue a purchase order to Portland State
