DHHS/PSC/DAM intends to award a one-year sole source simplified
acquisition to Human Interaction Research Institute (HIRI) located in
Encino, CA. The Substance Abuse and Mental Health Services
Administration (SAMHSA) has a requirement to provide the analysis of
factors that promote or hinder the development of effective
community-wide violence prevention coalitions and to solicit and edit
a set of papers on the methodology for evaluation of community
collaborations. This includes analyzing progress reports of School and
Community Action Grantees (SAG) sites with respect to factors
promoting or hindering development of violence prevention collaboration
across sites; summarizing the analysis of the SAG reports;
identification and contacting experts in community collaboration
evaluation and soliciting a methodological paper on evaluating
community collaborations; and editing the collection of methodological
papers and preparing a final white paper providing guidance on
evaluating community collaborations.HIRI is the only known source that
has such extensive experience in conducting the type of progress
review required to analyze the SAG progress reports. No solicitation is
available. Any requests for solicitation packages will be considered
nonresponsive. The proposed simplified acquisition action is for
supplies or services for which the Government intends to solicit and
negotiate with only one source under the authority of FAR 13.106-1(b).
Interested concerns may identify their interest and must submit
written documentation that demonstrates their ability to furnish the
requirement, including technical and pricing data, within 15 days after
the date of publication of this notice. This notice is not a request
for competitive proposals. However, all proposals received within 15
days after the date of publication of this synopsis will be considered
by the Government. A determination by the Government not to compete
this proposed requirement based upon responses to this notice is solely
within the discretion of the Government. Information received will
normally be considered solely for the purpose of determining whether to
conduct a competitive procurement. If no affirmative responses are
received, the Contracting Officer will proceed to issue a purchase
order to Human Interaction Research Institute. Responses must be in
