one-year sole source simplified acquisition to William M. Mercer, Inc.
located in New York, NY. The Substance Abuse and Mental Health
Administration has a requirement to continue a data collection effort
which the Center for Mental Health Services (CMHS) and the Center for
Substance Abuse Treatment (CSAT) have conducted for the past several
years, providing an overview and analysis of the MH/SA benefits
provided through employer health plans. Since 1995, CMHS/CSAT have
sponsored analyses of data collected by Mercer (formerly Foster
Higgins), through their annual National Survey of Employer-Sponsored
Health Plans. This project will include activities aimed at improving
the dissemination and utility of survey findings. The Contractor shall
be required to develop tables and analyses for Mercer's National
Survey, conduct presentations and briefings on survey results and
related information, and provide technical assistance and special
analyses of survey data from previous and current databases of the
Mercer/Foster Higgins National Survey of Employer-Sponsored Health
Plans and other Mercer data. The questions related to mental health
benefits and utilization that Mercer includes in the following two
surveys are of great significance and interest to SAMHSA and its
constituents: Mercer National Survey of Employer-Sponsored Health Plans
and the Mercer Managed Care Survey. Since these are proprietary
databases and are not available from any other source, only William M.
Mercer, Inc. can provide this information. No solicitation is
available. Any requests for solicitation packages will be considered
nonresponsive. The proposed simplified acquisition action is for
supplies or services for which the Government intends to solicit and
negotiate with only one source under the authority of FAR 13.106-1(b).
Interested concerns may identify their interest and must submit
written documentation that demonstrates their ability to furnish the
requirement, including technical and pricing data, within 15 days after
the date of publication of this notice. This notice is not a request
for competitive proposals. However, all proposals received within 15
days after the date of publication of this synopsis will be considered
by the Government. A determination by the Government not to compete
this proposed requirement based upon responses to this notice is solely
within the discretion of the Government. Information received will
normally be considered solely for the purpose of determining whether to
conduct a competitive procurement. If no affirmative responses are
received, the Contracting Officer will proceed to issue a purchase
order to William M. Mercer, Inc. Responses must be in writing and refer
