All flights will originate within two hours flight time from San Diego, CA. Plane must be twin-engine capable of transporting four passengers and approximately 150 lbs of equipment. Aircraft must also be high-wing outfitted with clear bubble windows for observing marine mammals. Windows must allow unobstructed visibility so that observers may view directly below and ahead of the aircraft. Aircraft requested is a Partenovia P-68 observer aircraft or comparable aircraft designed for aerial observations. Preference will be given to small businesses which are registered under the U.S. Small Business Administration's PRO-NET database. If sufficient competition available from SBA's PRO-NET database, the solicitation will be restricted to SBA PRO-NET vendors and this notice will be cancelled.
