grading, asphalt surfacing and parking area construction on 9.31 km
(largest schedule) of roadway for Joshua Tree, Route 12; Park Boulevard
and Barker Dam Road, East-West Highway, Riverside County, California.
Estimated price range is between $4,000,000.00 and $8,000,000.00. The
principal work items consist of: lump sum contractor testing; 26,400 m3
roadway excavation; 3,500 m silt fence; 12,500 m2 roadway obliteration;
33,600 metric tons aggregate base; 2,400 metric tons dust palliative
application; 4,750 metric tons minor crushed aggregate; 11,160 metric
tons hot asphalt concrete pavement class B, grading G; 670 metric tons
asphalt cement, grade PBA-7; 2,112 m2 plain Portland cement concrete
pavement 200 mm depth; 15,600 kg concrete coloring agent; 113 m3
concrete; 14,900 m Portland cement concrete curb; 1,550 m2 Colored
Portland cement concrete sidewalk; 3,150 m Portland cement concrete
curb; 2,970 m2 decomposed granite sidewalk; 5,000 m fence temporary
construction; 6,375 m3 placing conserved topsoil; 4,800 hours flagging;
2,400 hours pilot car; 3 each variable message sign, along with
associated surveying, staking, fencing, seeding and traffic control.

Department of Transportation (DOT) Office of Small and Disadvantaged
Business Utilization (OSDBU), has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontractor at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
